I may not've been clear: There are no proprietary Nvidia drivers installed in F29, and were none on F28. Nouveau only in both cases, and they were working under F28. Does 'dnf' installing the Nvidia driver do all the kernel stuff that's involved? This will tell you much more than you need to know. See the section headed Current GeForce/Quadro/Tesla. It will pull in the additional packages needed to build the kernel module, and building it will take some time.
