These are extremely low priority for enforcement agencies.

To put that inyo perspective, consider that law enforcement don't send in a 
forensic team to investigate a robbery, unless the value of the stolen items is 
greater than US$250,000. Furthermore, if the value of the stolen items is under 
US$100,000, law enforcement will not open a case. On a good day, you might get 
enough paperwork from them, to file an insurance claim.

They often are.  But in many cases the scam is operated from a different
country, where the appropriate authorities don't have jurisdiction.

There was recently one case in my area where someone was arrested for
selling fake concert and sports tickets on line.  But he was selling
them in the same country as he lived in and therefor within reach.

Isn't there suitable legislation to combat fraud? Shouldn't 
elected politicians be accountable for ensuring fair business 
practices on the Internet?


Seems to me each of us has holds equal responsibility in this, 
and expecting that others (Apache/OpenOffice) act in our stead 
is yet another way to support scammers and spammers.

That is how reputation work, is not illegal to give negative reviews
to products. Specially products that respond to enable free ways of
distribution like ours.

However the bigger picture is not whenever if there exist or not
negative reviews (I am sure Firefox and Linux have their own share).
But whenever the industry as a whole recomend OpenOffice which is what
marketing should be all about.

Instead we have a half death marketing list, there is currently no
campaign for the 4.1.1 launch. No preparation for a "back to school"
or seasonal message we want to transmit and is not like we are
actively looking to give conferences and/or participate with industry
journalists on the IT field.

So in a sense we are doing next to none job on pushing our brand, and
instead we are ranting about relatively small scams.

To your point, we could use an international number even if its just a
recording directing people to use the mailing list for further
interactions.

This site, like its competitors, thrives on _negative reviews_. Reviews
that might be objectively factual. Correcting the negative impression
that they leave, is part of the business model.

I don't know how a US based organization can obtain standing in England,
to file a lawsuit against another US based organization. :(
The reason for filing the lawsuit, would be to remove the misleading review.

On an equally dis-encouraging note, negative reviews crop up on a number
of sites, usually with even less apparent justification as this one,
but, as happened here, the review is for a completely different
product/service.

Countering the negative reviews, is an arduous process of education.

Right, but it's not the relatively knowledgeable user (of anything) that
falls for these scams. So I think it's a good idea to add a rebuttal so
that the average user won't fall for the same. Might be a good idea to
do a generic search engine sweep every other month to spot these. I know
it's like herding cats, but perhaps we can catch the the most blatant
ones & lop of their tails (figuratively speaking).

no time. Just by the way this report is worded it clearly have no clue
how open source works or even present evidence of this from our
website.

to businesses...
