Indeed, after adding and changing a couple events on the Web interface, 
telling the phone to sync only shows the following in sogo.log:

I'm sorry, I only now have time to troubleshoot this further. I'm now 
running SOGo 2.2.16.

I did this but the problems still exist:
- No new data on the server is brought to the phone unless the phone 
also has new data to send to the server as well.
(This applies to each data type individually. That is, if I have a new 
contact on the phone and one on the server, the phone will only get new 
contacts from the server. Any new calendar entries will not be sent 
unless I have a new one on the phone as well.)


- No E-mail is visible in the Exchange account on the phone at all, 
though I can send messages from it just fine.


What else can I try? Here is the data you asked for again after deleting 
 re-creating the Exchange account:
