HBO often has limited distribution rights for films which they broadcast
(similar to PBS).  You may need to contact the production company or
filmmaker for early PPR or streaming rights.  After initial broadcasts,
some of their films will have an educational film distributor.  HBO
generally has a link to the film web site where you can get other
information and contacts.
I have gotten PPR rights for specific screenings, but not streaming or
blanket PPR rights from HBO.
As others have noted, patience may be needed.

I am virtually certain this is the case with MAXIMA and have a request in
to a friend who knows the director and works for a company that might
itself be interested in the distribution. Will try to get an answer ASAP

Based on a recent streaming request made to HBO (facilitated by an HBO
lurker on Videolib), I have learned that the network is not currently
interested in entering the educational streaming market.  I'm wondering if
this may relate to previous investment in their own subscription streaming
service for individuals, HBO Go.

On the other hand, HBO does tend to release its documentaries on DVD
eventually, just as it may wait a year or so to release a season of True
Blood or Game of Thrones.  This may be one of those cases (such as when
faculty members request a film they've seen at a festival) where you need
to remind the patron that good things are worth waiting for...

Not sure if this will help but I sent a friend of mine who knows the
director an email asking if he could find it. He had previously said
something to the effect that the director had the rights so I am guessing
this is actually not an HBO issue.
