I pretty much agree with Sieghard.
But, TapTapSee and iDentifi do as good a job as any right now.
Just realize, having someone sighted double check in good lighting is best.

The problem is that light conditions are not consistent enough to produce good 
results. A dedicated colour identifier like the Colorino has a hole/opening 
that is pressed right up against the fabric or whatever it is you want to 
identify, when you press the button an internal light comes on and you get a 
pretty consistent and accurate result.
Maybe with advances in computer vision which apps like Tap Tap See and iDentifi 
are taking advantage of we'll get better results down the road.
