You can always adjust the sensitivity of 3D touch in accessibility settings if 
you are having problems doing the double tap and hold lightly enough. You want 
to tap the screen twice and hold on the second tap but not at all push down.

I looked up the information on Apple in their support section, because I was 
having a similar problem. Apparently, if you press too hard, or too long on the 
app, it goes into the shortcuts menu. It takes some practice, and it’s taking 
me a while, but it works great once you get it to behave. You can drag it add 
it to other things, take for five things at a time, you could even put folders 
in folders now. So take some time with it, it just takes a little bit of 
finagling. Each time just hit dismiss and start over. It takes me a while each 
time I want to move it out, but I’m slowly getting the hang of it.
