The pst to facebook option should be near the top of the notifications center. For me, it is located above the weather. You needed to allow the Facebook and Twitter widgets. Leas that's what I did. Then, they showed up in the notification center under the weather widget. You might look in the items not listed in the notification center section of Notifications in settings. Sometimes, things get put in that section that you want to hear from.
