I'm not sure I'm getting your 90% success rate with mail focus and iOS 13.3. 
It does seem to be much better but I'm still experiencing focus loss when 
expanding and contracting message threads and also random jumps to the top 
of the list when a new message comes in. I will be very glad when they get 
this totally fixed because it makes reading email with the Mail app a major 
pain.

Other bugs that haven't been resolved:

- The weird VO pronunciation issues like gun being pronounced g u n.
- Braille screen input setting itself to six dot if you begin typing
too quickly.
- Braille screen input remaining in place if using it to switch to an
app where a text field is open.

I haven't been able to check out all of the bugs I was experienceing
to see if they are fixed, but I might as well not have updated.

As usual, AppleVis has a list of items fixed as well as enhancements.
Given that the word was on this list there were a number of fixes, I
was a little surprised more things were not addressed. I'm sure what
they fixed was a lot, but I was expecting more items to be addressed.
Hopefully they will be fixed later. For those who are low vision and
use smart invert, pay attention to the AppleVis entry.

Using beta 4, which is the one prior to this release, the mail bug is better, 
but not completely gone.
I'd say I'm put back to the top of the screen on the back button about 20 to 30 
percent of the time after deleting a message from the list.
Just closing an email, I'm back on that email, so I'm not sure if you are 
talking about closing an email, or deleting from the list prior to opening the 
message.

I haven't tried that one, but they did make a lot of changes for the 
better in the email app. So there's a good chance they might have fixed 
that one to.
