messages work via your cell phone carrier. Now, if you have a Google

Yes, it is. It will work only in the US and only US numbers can be ported. 
The process is pretty simple if I recall correctly.

No not on the iPad Mini as even the cellular models! You will only be 
able to access cellular data, whether that be 3G, 4G, Lte, etc.

You'd have to set up a service like Google Voice, which is free. You
could then send and receive text messages to and from your Google Voice
number.

Voice brings up a lot of links. Here is one website where you can read
