Thanks for alerting me to this setting. I’ve never messed with activities under 
the Voiceover settings so was not familiar with it. I’ve forwarded your post to 
my friend so we’ll see if that does the trick. Otherwise, as Richard suggested, 
I suspect a call to Apple Accessibility is called for.

I ran into this problem when I updated to IOS 15 on my iphone 8. It turned out 
to be a problem with the "activity" option in Voiceover. I had an old activity 
which got activated that had verbosity settings that caused all punctuation to 
be spoken. I deleted that activity and my normal Voiceover settings took over 
again. 

 

Note that in IOS 15, many more Voiceover options can be set in an "activity".
