Does your friend have change with buttons turned on in settings?  It's 
possible then that she accidently turned it down.

The issue is not volume but according to the message the phone locks when the 
person presses and holds the home key to activate SIRI.

We decided she should return it. She hadn't known how to get out of anything 
when she first got it and so she did turn it off and on frequently when she 
first got it but still, I've never seen a phone lock when the home button was 
held in. She'll get a new one with no problem.

If your friend reboots the phone by turning completely off and on again and 
this behavior continues she probably has to take it to an Apple Store since the 
home button definitely does not act this way. If it is a 5C she still has 
warranty so they will either repair the problem or replace the phone.
