Right, because for you that setting is on.

For some odd reason, mine was off.  Once I turned it on, all works as expected.

into a list of all apps and items on my iPhone and by default they all say 
“Selected” for me.

I think I remember seeing this in 17.2.  I can’t remember,ber if it was 
headings though.  This at least seems to be the case in an open message.  In 
the message list, this seems to be set to actions.

This is a new setting. I can't remember exactly when it was introduced. It allows you to keep your rotor on the setting you leave it at, instead of allowing iOS to decide when it should change. There are some situations when I find this setting quite useful. I like to use it if I'm reading a long email that has a lot of headings in it. Yes, it is in the rotor settings.

If people are not having this issue, it is probably because it is set to on for 
them.

I found the following setting:

Change Rotor with Item 

I just turned that on, and I think that may have done the trick. At least the 
couple times I have closed and opened mail, it is defaulting to Actions instead 
of headings. Thanks.
