Under IOS 5, if I re-started my iPhone 4 by pushing the power button and
holding down the home button for several seconds, the phone would come up
talking. Under version 6, it does not. Tripple-click Home does not bring
VoiceOver back. I will not have an accessible phone until I get home tonight
and can connect it to my PC. Is this a bug or an unwelcome new feature?

I had that bug when I updated from ios 5 to 6, had to completely format and 
restore the phone to get rid of it.

A few people have reported that one. Most likely, it is a slight problem with 
your upgrade, as over-the-air upgrading is the common factor, and it has been 
reported that doing a repair upgrade using iTunes on a computer corrects the 
problem.
