 Aren't  the backups on icloud on cloud server? I don't think the backups on 
iCloud impact The storage on phone. Please let me know if it is not the case

Hi Terri,
I appreciate that this may be beyond your technical capabilities, and I do 
understand that. However, I would be more than happy to have a 1 to 1 with you 
off list, if you need guidance. Having said that, back up the phone to iCloud, 
erase all content and settings under settings, general, reset, then when the 
phone reboots, restore it from the iCloud backup. This has not let me,, and 
anyone else that has tried it down.
