Hi,
I'm sorry that it isn't just me but I'm glad at the same time.  I
  hadn't realized it's been broken for this long. As I might have
  said before though the upgrade for me to 13 was a pretty easy ride
  and I'm by no means a glass half empty girl still it is a bit
  disheartening to see some issues having been widely reported
  during the beta cycle and during the subsequent release still
  hanging around this long. Ah well. Yes it is a good thing there's
  more than one way to accomplish things. I'll remember the email
  tip next time; is dictation working in the notes app for instance?
 I went the bluetooth keyboard route just to get it done. H
  Here's hoping the suggestions I put in my app review will be
  implemented faster than this bug might be fixed.

I’ve emailed Apple accessibility about this starting with V 13 and every 
subsequent update so far.

Yes, people should reach out, but in the meantime since they don’t’ seem to be 
in any hurry to address it, I just compose my review in an email draft and copy 
and paste to the app store. Annoying to have to do the extra step, but until 
they get around to fixing it, it’s a good enough option. I don’t have a 
Bluetooth keyboard connected to my iPhone.
