The only app I can think of that downloads the maps onto your phone is Nearby 
Explorer from American Printing House for the Blind. It is $79.99.
It may occasionally need a cell network; but by and large, it uses the GPS 
satellites and GPS receiver in the phone.
The maps for North America including Canada take a bit over 4 GB, but you can 
choose to only download US or Canada to save space.
I do not know about other countries.

Google Maps will actually give you walking directions as well. Although
most of these apps don't give as much as information as would be useful for
a blind person, nor should they be considered 100% accurate, as they may
not know about streets without sidewalks, dangerous intersections, and that
kind of thing.
