It's a way to reset the phone. I think it overloads the phone and causes 
it to reboot. So, I don't reboot mine that way if it locks up. Instead, 
I press and hold the sleep/power button for a half-second, and then 
press home so I'm holding them both in together. I hold them in together 
for about 10 seconds and then release them both. The phone reboots then. 
I believe this method is documented in the manual, but I'm not sure if 
pressing sleep/power six or seven times in a row is.

Good point, Fred; I'll have to be more careful, but I have had the whole
phone lock up---as verified by a sighted friend--so let's hope the new phone
is less problematic, and the operator will be more cautious. grin

No, but sometimes it does, and all we can do is everything which has been
suggested to you. Glad you got it working. Thing is, although you should
not, sometimes we inadverdently turn off VO and don't know it, until it is
done. I did this several times when I first purchased my Iphone.

Have you tried it with earphones?
I had this happen with someone's iPad on Friday.
If it works with earphones, remove the earphones and do a two finger flick
up so VO is going to be reading the entire screen, then start tapping the up
volume button on the side.
If VO comes up, then go into your sound settings and set it so it does not
use the volume buttons to adjust the sounds volume.
