Hello Rena: Press the home button and wait for the tone. Then talk to Siri. It seems to work better to say dial (if you are not using a contact but just putting in a number). After you say dial wait for the tone and Siri will ask for the number you want to dial. When you hear the tone say the entire ten digit number. It works best if you can say the number without taking a breath. Hope this helps. If you are using iOS 7.1, press and hold the home button and keep holding it after you hear the tones. As soon as you hear the tones, say, dial 503-555-5512 or whatever the number is, then release the home button. With 7.1, Siri will listen until you release the home button.
