The suggestion of switching countries is a sensible one, but it seems
to me too radical a step to take to rectify a problem that should not
be occurring in the first place.  Dealing with two voices is not the
end of the world for me.I'll let apple sort things out from

Thank you, Richard, Shawn, and Rajmund for your replies.  The addition
of Daniel to the Languages Rotor did the trick.  I have reported this
bug to Apple Accessibility.  To my surprise, the representative I
spoke to could not find it on her list of reported problems.  I would
have thought that lots of UK users would have commented on this
curious problem.

Hi. this is a bug with iOS 9.3.1. In order to fix this, either make another UK 
English setting in your rotor or as I found that works, go to settings, 
general, accessibility, speech, voices, and select English. Find Daniel and 
select him. Let me know if any of these works.

I have Samantha Enhanced as my default voice and the Australian Karen says the 
punctuation characters.
