I believe that is a bug. You will want to report that to Apple accessibility.

I don’t know if it is a bug as Scott said and I can’t remember if it was 
instant in iOS 7, but yes, this is very slow and sluggish for me as well. If I 
have to do this I just tap it and let it sit until it’s ready without tapping 
around.

Find my iPhone would be hardly a good security feature if anybody who stole 
your phone could restore it to factory settigs hence wiping out any 
passcode/fingerprint security and so on. Therefore Apple makes it a requirement 
that before you can do a restore you have to properly turn off Find my iPhone 
by entering your passcode. If this wasn’t so it would be a little bit like 
putting a lock on your house but one which opens with any key.
