There is no limit I am aware of.
But, depending on the phone's available resources, maybe it was maxed out.
Phones need to be rebooted now and then to clear out anything that could be 
effecting its performance.

If you have closed out all apps from the app switcher, rebooted the phone, and 
still are experiencing this, I would check two things.
Make sure in the settings, Scanner that it has permission to use the camera.
That probably isn't it.
If not, delete the app, and redownload it.
