Yes, Mary, I found it pretty baffling at first but now really like it 
and use with ease.


You will get there, honestly.

Perhaps you could try to write down your steps and we could look at 
what's going wrong.


I certainly was sometimes trying to do the old way with the double tap 
and hold.


I hope you sort it soon but do come back if you still have problems. I 
found it infuriating that I couldn't do this basic task for a few days.

Hi Mary and Apple Accessibility,

I agree that there is a bug, but the work-around is easy and one can’t really 
say it “breaks” accessibility in any way. I wonder if a sighted user can drag 
an app into a folder in the dock when the dock is full. Emphasis here is on 
“when the dock is full” because if there is even one space in the dock and you 
have one or more folders in the dock, there is no problem with adding/dropping 
apps into them.
Anyhow, here is how this works, I tested this on my 6S Plus and would expect it 
to be consistent:

If the dock is full, i.e. you have 4 apps, 4 folders or a mix of apps and 
folders for a total of 4 then you can’t add anything to the dock, you can’t add 
any more apps or folders and, you are correct, you can’t add an app to a 
folder, either.
This latter issue can definitely be considered to be a bug since there is no 
reason why one should not be able to put an app into a folder regardless 
whether said folder is on the home screen or in the dock.

What is not a bug is the fact that if 4 items are in the dock you can’t add 
anything else, the dock can only hold 4 items.
On the home screen even if a home screen is full, if you add another item the 
last item at the bottom right will simply move over to the top left of the 
following home screen, in the dock there is no place for an app to go so 
instead of bumping the rightmost app out of the dock Apple obviously simply 
decided that if you want to add an item to a full dock you first have to take 
one of the existing 4 items out.

Now, what I tested is this: I removed two items from the dock and then put a 
folder into the dock so that now I had 3 items in the dock, 2 apps and a 
folder. This still left one empty space.
I now put an app on the home screen in editing mode, started dragging it and 
now with focus on the app that was second in the dock and had a folder to the 
right I now had the full selection of options available, drop to the left, drop 
to the right and make a folder with the two apps.
If I put focus on the folder in the dock instead of on one of the two apps, I 
again had all options available, I could drop the add to the left of the 
folder, to the right of the folder or I could drop it in the folder.
This means only if the dock is full you can’t drop an app into a folder and the 
work-around is to take an app out so the dock has one space available..

Again, I think Apple can probably fix this so that even if the dock is full you 
can at least drop an app into a folder that is in the dock. I am actually 
CC’ing Apple Accessibility so they also get this message since it outlines the 
different scenarios and anybody who wants to use all or part of my description 
and testing is free to do so. I would never place a folder in the dock, to me 
the dock is for the 4 apps I use most and it is not logical to me to put a 
folder there which I first have to open to get to the apps in it. But everybody 
is different and since I agree that it should be possible to drop an app into a 
folder even if said folder is in a full dock I’ll support you in reporting it.

Moving one of the apps out of the folder might be easier than moving the folder 
out of the dock because if the folder is in the dock and you can drop apps into 
it you can do so with apps on any home screen.
I would simply go to the first home screen where you have an empty spot at the 
bottom and put one of the dock apps there, then put whatever apps you want to 
add to the folder in the folder which is now possible, then put the app back.
Of course this is now even easier because if you want to put 2 or 3 or 8 apps 
into the folder in the dock, you can go from home page to home page, add all 
the apps to the drag session and drop them into the folder all at once.

folder out of the doc, add your apps and then place it back in the doc?

I just tested it.
The suggestion to move the folder out of the dock, add an app to it, then move 
it back sounds like the best work around for now, while folks report this to 
Apple.

It is sometimes slow, but I thought with your 7 plus it would be faster.
So, start editing on Newsline and flick down to drag. Pause a few seconds and 
double tap, and then pause another couple seconds.
Put focus on your news folder and try flicking down or up through the options 
and hopefully you will find add to folder, again pause and maybe it will say 
drop ready, then double tap.
I had to experiment a bit with the timing.
I liked it better in 10, but it does work in 11.

Drag is the new move.
So, flick to drag after you start editing and double tap.
Then, go to the folder you want to drop it into and flick down until you get to 
add newsline to folder.
Then you may here "drop ready" and then double tap and it should work.

Mary, 

Place focus on the app you want to move into your news folder, single finger 
swipe down until you hear edit and double tap, focus should still be on the app 
you want to move and single finger swipe down until you hear drag and double 
tap, place focus on the folder where you want to move it and single finger 
swipe down until you hear the appropriate action and then double tap.

I am thoroughly confused as to how I move apps now since I updated. I wanted to 
get the NFB-Newsline into my News folder. So I started edit mode. But then when 
I flick all I see is drag. But double tapping and trying to move doesn’t get 
the job done. What the heck are you supposed to do to move file into a folder.
