WI-FI Outside of U.S.

Hi Everyone, 

I am asking this question for a friend.  Her daughter is going to Mexico.
The hotel has wi-fi available.  Is there an accessible app that would allow
her daughter to text and/or call from Mexico to avoid international and
roaming charges?  Her daughter is not visually impaired.  If there is such
an app, do both parties have to have the app installed?  Or, is it possible
for the kids to install such an app on their phone and my friend (who is
visually impaired) to receive the text on her Iphone without an additional
app?  

They are using 4s phones.  

Any help would be appreciated.

I think either Google Voice or Skype would work. Google Voice would be 
free, and the other person wouldn't have to have anything installed. 
Skype would also be free, but I think you'd have to pay if you're going 
to call non-Skype numbers, meaning they'd both need Skype if it were to 
be free all the way around.

I think skype and Facetime would work through it so long as they turned the 
phone's 3G off to be sure it didn't try using that.
Need to be sure they're connecting to the foreign wifi first.

Hi,

Robs suggestion is good if they need video contact, but failing that,
iMessages should do the trick, but as Rob also said, make sure that
the devices are connected to the wifi before you send them.

I would say viber because I used it when I was in Africa. It worked
you just have to have internet. You both have to have  it so you can
call for free.
