Could you explain what it means to turn dictation off?  Is this a Siri command, 
or do you do it via settings?  The only dictation I've used is when you double 
finger double tap to enter some text via dictation.

guessing that if you turn this off, the dictation key on the keyboard will be 
hidden.

in siri and that fixed the problem.

Thanks, Gordon, this is good to know. Yes, sometimes you have to really 
challenge your own brain along with someone else if you can't track it down 
yourself. I love to problem solve on my own, but it is also fun to discover

There is another issue maybe a bug that has always existed.

Supposing you ask siri: what is the temperature? Ok you get the message. But
after that if you receive any app notifications you can only hear the chimes
not the message. First, you have to turn siri off by saying f.e. goodbye
Siri, after that it works fine again.

Oh yeah I tried everything. It wasn't even putting the text on the
screen that the voice would speak when you ask for something. I got the
begin and end chimes when I stopped speaking indicating that the phone
heard what I said.

There is another issue maybe a bug that has always existed.

Supposing you ask siri: what is the temperature? Ok you get the message. But 
after that if you receive any app notifications you can only hear the chimes 
not the message. First, you have to turn siri off by saying f.e. goodbye 
Siri, after that it works fine again.
