Could you explain what it means to turn dictation off? Is this a Siri command, or do you do it via settings? The only dictation I've used is when you double finger double tap to enter some text via dictation. You can go into the Settings, then into General and then into Siri in order to turn her/him off or on. The dictation is found in Settings, General and then in Keyboard. There is another issue maybe a bug that has always existed. Supposing you ask siri: what is the temperature? Ok you get the message. But after that if you receive any app notifications you can only hear the chimes not the message. First, you have to turn siri off by saying f.e. goodbye Siri, after that it works fine again. This may sound stupid, but while Siri was inaudibley talking, did you try pressing the volume up button on your iPhone? Siri, volume and VoiceOver volume are independent of each other.
