If you go into edit mode on your home page and tap the add widget button at the 
top of the screen, smart stack will be one of the options. I think if you tap 
this you’ll be able to decide which widgets you want in your stack and what 
order you want them to be in. Like I said, IOS tries to think which widget you 
most likely need to see at the moment and displays that widget. Your VoiceOver 
actions let you move to the next and previous widgets in your stack.

Do a search on Applevis, I'm sure there will be some articles or tutorials 
there. Having said this, I tried it and personally don't care for it very much. 
In my opinion widgets may be fantastic for people with functioning eyeballs, 
but I just don't like the way a widget takes up at least the space of two apps 
on my home screen. On the Today screen it's somewhat OK, not too bad for things 
like battery status especially if you have an iPhone and Apple Watch as well as 
maybe a headset or other device which communicates its battery level back to 
the iPhone.
