Hi Christopher,
For me playing music and talk radio programs from my phone, I would
say that Airplay works pretty well. I did have an instance yesterday
where I was playing a talk radio program using Ootunes on my phone and
I noticed that for some reason the volume of the program was being
controlled by the volume buttons on my phone instead of the volume of
the tv. I paused the program, restarted my phone, and all was well
again.
I am not sure how good Airplay is for video content but I hope that
this at least answers your question

Correct. What’s happening here is that when you send the local stream to an 
Airplay device like the Apple TV, VoiceOver on the “sending” device, i.e. 
iPhone, still comes through to the iPhone. The stream, however, will be heard 
and/or seen on your speakers/television. It is the version of VoiceOver on the 
Apple TV that will be announcing songs, as Airplay also sends metadata to the 
“receiving” device. Metadata can include, but are not limited to, track 
information. Because the metadata will be displayed on your television screen, 
VoiceOver is going to announce that.

No, because it is the speech on the Apple TV that is announcing each song, 
not VoiceOver on the phone.

The only way I do it is to turn off Voice Over using the Apple TV remote.
Either tripple click the menu key or tel Siri to turn off voice over.Muting
alerts will just mute notification alerts and things like that.  Good luck.
