   I don’t know anything else with the same power or options as Photos for
   the same price (ie free), but there is the relatively inexpensive “Lyn”
   ([3]https://www.lynapp.com) or the (slightly more expensive)
   GraphicConverter
   ([4]https://www.lemkesoft.de/en/products/graphicconverter/). There are
   probably others but these are the ones which spring to mind quickly.

   Both of these programs will let you expolre and modify your Photos
   libraries.

You say your library is on an external drive.
Have you accessed this drive from another Mac running Ventura, where the Photos 
app is Version 8.0 (520.0.240) and possibly ugraded the libray in the process?

Very strange. Under normal circumstances, your photos are stored in a 
specialised folder in the Pictures folder in your Home Folder, but all bets can 
be off if you are storing photos outside of this location. Are you able to open 
the Photos app at all? If so, the first thing to do is to check the location of 
your current working library by going to Preferences > General. 

Without any more information it’s very difficut to advise on a course of action 
at this stage, but a starting point might be found at
