Steps that lead to this bug: * A page was created in 2007 ([[nl:Blankenbach]]) * An edit was made in 2007 * 4 edits were made in 2011 * A sysop wanted to get rid of those 4 'test' edits. Done so by deleting the page and restoring the first 2 revisions only. This went well. The page was now visible on action=view with that second edit as page_latest * Another sysop (me) wanted to undo that so that those 4 test edits are publically in the history (since they were permalinked from a bug report). Since MediaWiki doesn't allow restoring revisions that are newer than page_latest (I tried, but failed properly), I deleted the entire page again and this time restored all revisions. Some localisations depend on their respective fallback languages. Without them, they were incomplete. These fallback languages need to be consulted prior to any other fallback language, most notably user specified ones. For instance, "nl-formal" only has messages that directly address users, all other messages are in "nl". "arz" mainly localizes computerese terms, much of the rest comes from "ar", Both "nl" and "ar" are (very) complete localizations. As a side note: Message lookup should return a language code (with directionality) that can be used as the value the (X)HTML lang attribute specified in the HTML container containing the message text. The two examples above differ somewhat as to which language code they should or must return for that use. Since "nl-formal" is not in BCP 47, returning it must be avoided, and "nl" is the only proper choice for both "nl" and "nl-formal". Bear in mind that it's possible for the namespaces to change in the middle of a run, for example if a custom namespace is added to accomodate content that the community wishes to move out of the main namespace.
