Proposal is for the File Page message to operate in the same manner as Wikidata: when a user selects "edit" they will see the CC0 dialog, and accept the message to permanently dismiss the notice.

The CC0 message will work a little differently on Upload Wizard because there is no read/edit mode like File Page. Instead, the proposal is to show it on the Release Rights step, so all licensing information is grouped on the same step.

About the results I would read the results in a negative way, I would say the conclusion is Items that are used in less than 9 pages aren't so used as to protect them for this reason, while the rest of Items might be protected or might not. More variables than the number of uses are significant to decide whether or not to protect an Item and some of them aren't easily quantifiable, for example: the opportunity cost of each potential good edit prevented because of a semi-protection, the value we give to preventing a bad edit, the ratio bad edits/total edits by non-confirmed users, the ratio edits by non-confirmed users/total edits, the visibility that vandalism on an Item has per Item use, the completeness and timelessness of an Item (or the opposite, the potential of an Item to be improved), etc. Taking these other variables (subjectively) into account I wouldn't feel comfortable protecting all those Items. In any case, that would be a decision I would have to agree with many users. The important thing is that now we objectively know more than before. Pchelolo added a comment. @bmansurov look at the event schema for properties change I've linked, it contains all of the metadata you need and it's generated from the same hook. Will such a schema work for you if we replace removed_properties with removed_links and added_properties with added_links? We can also emit the full list of links before the edit and after the edit and let clients do the diff. There's LinksUpdateComplete hook in MW core, it gets the LinksUpdate which contains the list of external links and methods to get links insertions and removals. Writing code in EventBus extension to use the hook is simple. The important part of the work is for you to come up with the schema for the event you want to get. We already have an event for page properties change. I would assume your event will be quite similar. Nuria added a comment. Clarifying: ChnageProp consumes EventBus data just like EventStreams consumes EventBus data. So you cannot "use" changeprop rather you will be sending events to EventBus (soon to be called EventGate) and consuming them from elsewhere and in turn exposing them to the world. Previously EventLogging was used for this purpose, but it didn't fully materalize. Is EventLogging still the right solution? I think eventlogging should not be needed. It seems that this can be done from mediawiki directly. Should the RecentChanges event stream be expanded to include links? Probably not, makes sense to create an event specifically for this. RecentChanges is used to note an edit event happened, it does not concern itself with content of the event and seems a bad idea to bloat event schema to do so. Should we use Mediawiki + EventBus extension? Should we use Change Propagation? Should the RecentChanges event stream be expanded to include links? Anything else? Given that MediaWiki templates/modules generate links, I think the right approach is to parse HTML diffs (as opposed to Wikitext diffs) for links by listening to Parsoid events. Any issues with that? Or a better way of doing it? The aspect ratio is incorrect. It seems that the image on Commons was cropped a few days ago, and the image preview is now showing the new version of the image, but using its old dimensions. Presumably, the media viewer HTML is cached (including data-file-width="424" data-file-height="670" width="114" height="180" attributes) and we don’t purge it when a new version of the file is uploaded on Commons. Sorry you suffered this issues. I can see a few hundred Wikibase\UpsertSqlIdGenerator::upsertId errors at that time.
In particular to:
INSERT INTO `wb_id_counters` (id_type,id_value) VALUES ('wikibase-item','1') ON DUPLICATE KEY UPDATE id_value = LAST_INSERT_ID(id_value + 1)
I will send this information to wikidata team and CC @Ladsgroup , as that count could be a contention point. However the error didn't repeat itself in the next 17 hours, and corrected itself after a few minutes, so maybe it was just the typical bot going out of hand creating new items and not leaving anyones else resources to do the same (something that it is common on Wikidata). I can see an increase activity on enwiki, and notification messages.
