The comment here puzzled me, especially from an involved GAC member,
as grant targets should not be "stretch targets" but realistic
commitments to be met with the invested money. I went back to read the
grant page and accurately it can be stated (traffic light colours
added by me):[1]

1. [GREEN] at least 400 participants uploading one photograph or more;
2. [RED] at least 5,000 photos uploaded;
3. [RED] at least 15% of photos used on Wikipedia [i.e. > 666
photographs in use];
4. [GREEN] at least 50% of new users engagement during the contest;
5. [RED] at least 10 new articles about natural heritage sites in
Brasil [no report];
6. [RED] at least 10% of new user retention after 2 months of the
contest [no report].

There are a number of clarifications on the grant talk page,
especially Wang's (WMF) significant questions raised under "WMF
comments". The clarifications add detail to the above 6 measures, but
also make some further commitments which have yet to be reported on.
Based on this detail, it would not be possible to "close-out" the
grant against reported results until December 2015. I recommend that
the Wikimedia Community Brazilian Group of Education and Research go
the extra mile to measure and report the detail so that their 2016
grant applications can demonstrate learning from the targets that were
met or not met in this project.

== Technical Note ==
Most of the measurements can be produced from using SQL on the Commons
and Wikipedia(s) databases, if the more web-friendly tools such as
Catscan are not up to the job. It may be worth asking for help at [2]
or [3] if this gets stuck/seems a lot of effort, as such scripts are
fairly easy to re-run each month and can be 'recycled' in coming years
once worked out.

== Community Observation ==
It might help future on-wiki discussion if questions are
enumerated/logged and seen to be responded to in a non-personalized
style. Even if the perception is that someone is griefing the project
or organization, if you can bat back questions with formal and direct
replies with hard measurements and statistics, or a clear explanation
of why it is not worth the volunteer or staff time to report in some
areas, then not only would the questions dry up, but they form a
useful foundation for future more robust grant requests. Keep in mind
that testing questions do add value.

[Wikimedia-l] Looking for Wikipedians in the Balkans, Caucasus and Turkey for project with Osservatorio Balcani-Caucaso

Dear Wikimedians,

Wikimedia Italia has started since this month a project with
"Osservatorio Balcani Caucaso" (Balcan and Caucasus Observatory,
).

Osservatorio Balcani Caucaso (OBC) is a research institute focused on
South-East Europe, Turkey and the Caucasus which was launched in the
year 2000 and which is based in Rovereto (Trento), in the north-east
of Italy. The main focus of OBC is to produce studies and reports
related to freedom of the press in the 26 countries that they monitor.
They collaborate with a net of over 50 correspondents, including
journalists, researchers, and activists in the various countries.

With the help of WM-IT, OBC selected a Wikipedian in Residence for the
next months. His name is Davide Denti[1] and you can find his contact
in copy. Davide is a long-time Wikipedian, contributing on it.wiki
since 2007, he is also a PhD candidate at the University of Trento, in
Trento in the north of Italy, where is working on his thesis about EU
enlargement policies with respect to the western balkans and in
Bosnia-Herzegovina in particular.

The residence is fully founded through a EU project called "European
Centre for Press and Media Freedom (ECPMF)" 
with partners - both individuals, for example journalists, and
organisations - in several countries[2a][2b].

In the scope of this project we would like to come in touch with
Wikipedians in the region of Balkans that may find this project of
interest, we also think that you may be interested in building
relations with institutions in your country that participate in this
project.

We look forward to collaborating with you to make this project, and
the content on Wikipedia about Balkans and Caucasus, better.

year, we additionally want a scholarship ambassador for each major geography or 
language, including a representative from each entity which pays for additional 
scholarships; the ambassadors will be committee observers.The scholarship

[Wikimedia-l] Train-a-Wikipedian (TAW): New initiative

I want to inform you about a new project “Train-a-Wikipedian” (TAW),
powered by CIS-A2K.

You may know of the English Wikipedia program Adopt-a-user
. We wanted to start
something similar for the Indian Wikimedia communities.

In February and June this year, CIS-A2K conducted Train the Trainer
 (TTT) and MediaWiki Train
the Trainer

(MWTTT). After conducting these two events, and communicating with the
participants we found the necessity to start a training program that we’ll
be running on regular basis, and from there we conceived this
“Train-a-Wikipedian” program.

Initially, we’ll concentrating on these 5 Indian languages Wikis: 1)
Kannada, 2) Konkani, 3) Marathi, 4) Odia, 5) Telugu. But, we may expand
soon, if our program is a success.

In our TAW main page

listed a number of topics those we’ll discussing during our training. We
hope to conduct hangout or webinar sessions.
