The initiative is good also to train the community how to approach the
tools' development.

I think, and this is not a comment for Wikisource for it's a general
comment, that a tool is not a simple piece of software running for a bunch
of things.

The name "tool" is correct because is something available for a use: it can
used or not used.

Instead a "service" is a combination of tools, processes and people.

Good tools are important to build a good service but are not sufficient.

The real problem is that people miss always these three aspects and in
addition there is a wrong approach of programmers to build a tool with a
bad planning and analysis.

Several PM frameworks say that 80% of the time must be dedicated to plan,
because a good planning is mandatory for a good result.

The results of this survey are interesting, but this is a simple
"initiation process", it means that the better evaluation must follow.

So it's correct that a simple tool doesn't solve a problem.

Some of the "core software" can be developed with the help of IEGs,
developer outreach programs, and hackathons. These activities are not
reserved for "external, cool tools" only.

urgent/important "core software" development needs at

units, associating the actual projects related to them.

I think the WMF would also like to have a clear strategy about the
developer investment required for Wikisource and other projects with
specific needs. In the next months we are going to discuss the Annual Plan
for July 2016-June 2017, and I recommend the Wikisource community to make
their voice heard in that context.

you in the practical and pragmatic ways that we can help you right now.  :)

Hoi,
Indeed :) When an environment does not have proper services set up, when
there is no thought on how the resulting product is to be used, even those
services are of no use.

Wikisource and all its workflows is not the end product for instance. The
end product is for people to read the works that have been so meticulously
and often lovingly been made available. It is sad as it seems that the use
of the end users is never really considered.

Wikipedia has the obvious advantage of instant gratification. You write,
you save and the world can read it. All other projects with the exception
of Wiktionary do not have much in the sense of end user usage consideration.

+1 - this is a good idea, Risker. Projects from smaller communities get
easily outvoted by the more heavyweight projects, and in some cases they
may be both easier to implement and have more impact for the projects as a
whole than a more popular (but more complex) project on a large wiki.

I also want to echo everyone's comments about determining priorities: this
is a really good step to see!

I want to stress this sentence! I believe many participants will agree.

There are many ways to create a community backlog, and none of them will be
perfect. The Community Tech team chose to have a process relatively simple
to organize and to participate in, doing some sacrifices along the way to
keep that simplicity (I know well, they knocked off several ideas I
suggested). :D

The resulting backlog is just the beginning of a new phase that could be
just as fun. 10 tasks have been selected by CT, and we need everybody's
imagination to find the best ways to solve the rest.

For instance, I'm proposing to select project candidates for hackathons
from this Wishlist (https://phabricator.wikimedia.org/T119703) not only
because it seems a good thing to do, but also because I believe that the
people who voted for these proposals and the developers looking for
interesting hackathon projects can continue having fun together. Achieving
goals is important, but enjoying the ride together is just as important.

Exactly: a single point of failure. A system where a single point of
failure can have such consequences, potentially corrupting knowledge
forever, is a bad system. It's not robust.

In the op-ed, I mentioned the Brazilian aardvark hoax[1] as an example of
error propagation (which happened entirely without Wikidata's and the
Knowledge Graph's help). It took the New Yorker quite a bit of research to
piece together and confirm what happened, research which I understand would
not have happened if the originator of the hoax had not been willing to
talk about his prank.

It was the same with the fake Maurice Jarre quotes in Wikipedia[2] that
made their way into mainstream press obituaries a few years ago. If the
hoaxer had not come forward, no one would have been the wiser. The fake
quotes would have remained a permanent part of the historical record.

More recent cases include the widely repeated (including by Associated
Press, for God's sake, to this day) claim that Joe Streater was involved in
the Boston College basketball point shaving scandal[3] and the Amelia
Bedelia hoax.[4]

If even things people insert as a joke propagate around the globe as a
result of this vulnerability, then there is a clear and present potential
for purposeful manipulation. We've seen enough cases of that, too.[5]

This is not the sort of system the Wikimedia community should be helping to
build. The very values at the heart of the Wikimedia movement are about
transparency, accountability, multiple points of view, pluralism,
democracy, opposing dominance and control by vested interests, and so
forth.

What is the way forward?

Wikidata should, as a matter of urgency, rescind its decision to make its
content available under the CC0 licence. Global propagation without
attribution is a terrible idea.

Quite apart from that, in my opinion Wikidata's CC0 licensing also
infringes Wikipedia contributors' rights as enshrined in Wikipedia's CC
BY-SA licence, a point Lydia Pintscher did not even contest on the Signpost
talk page. As I understand her response,[6] she restricts herself to
asserting that the responsibility for any potential licence infringement
lies with Wikidata contributors rather than with her and Wikimedia
Deutschland. That's passing the buck.

If Wikidata is not prepared to follow CC BY-SA, the way DBpedia does[7],
the next step should be a DMCA takedown notice for material mass-imported
from Wikipedia.

And of course, Wikidata needs to step up its efforts to cite verifiable
sources.

Yes, if there are wishes that we can't work on -- or we can only do one
part of a larger wish -- then it's our team's responsibility to really
think it through, and report back to the community about it.

We're planning to have some checkpoints through the year, where we'll give
a report on how things are going. The first one is going to be at the
Wikimedia Developers Summit in the first week of January, and after the
Summit we'll publish the information, including notes from the
conversations that we have at the event.

Then there are other Wikimedia events that we can use as checkpoints -- the
Hackathon in April, Wikimania in June -- so that we can keep people updated
about how things are going.

We're also keeping our notes on a Meta page, so interested people can
follow along if they like --

Right now, that's just notes from some preliminary assessment meetings, so
it's not particularly thrilling, but ideas will get more concrete as we go.
