Thank you.

This actually worries me a lot. If I read it correctly, we will get a kind
of Wiki-Resident, but not with a cultural and educational institution but
with the local government of one of the most populous and influential
subjects of the Russian Federation. I do not think we previously had a
similar situation. In a distant past, we had a user who was hired by the
tourist office (not the government) of Gibraltar, and this is usually
regarded as a complete disaster. We also usually have serious opposition to
the intervention of governments to the editing of Wikipedia, the last
example was in May when the Ukrainian Foreign Ministry was running an
editing contest. I think at the very least the projects must be informed,
and I would not be surprised if for example the community of the English
Wikipedia strongly opposes the initiative.

Most likely since tickets can be discussed in detail on the wiki amongst 
agents, and therefore a protective silence on the entire wiki has been put in 
place.

For the other questions (such as how to remove another user as an agent), OTRS 
admins are not really admins as in the normal wiki-way, but more like "rulers 
of OTRS". Their word is law (kinda). So, to change any of this, they (or WMF 
staffers) would need to do it.

2 to update you on the groundwork in Tatarstan and around Russia for growing 
local and regional public support for Wikimedia community projects, as well as 
discussions about funding Outreach and other local activities (since my 
previous report back in early April https://w.wiki/MFm )

3 to inform you of the upcoming pilot regional procurement tender initiated by 
one of our partners as the easiest way for them to incentivize multilingual 
article creation and improvement regarding important regional phenomena of 
Tatarstan.

P.S. I am in an uncharted territory, so very grateful to all Russia and

TIDA has English-speaking staff with global exposure (came across Wikipedia 
before), the head of the Agency has an MBA from UK, and she happens to know and 
trust me with interpreting various important events for over 10 years.

PARTNERSHIP:

* Issues discussed
- developing articles for creation lists and Wikidata element creation for them 
first in agency specialization area, then to cover all phenomena of importance 
in Tatarstan
- 3+8 target languages for TIDA
- presentations, training session to staff and various stakeholders and 
WiR-type ongoing consulting
- ways to prepare the ground to have targeted Tatarstan Presidential or 
Government grants to local

OTRS has always seemed modeled after our wikis; self-selecting,
self-perpetuating, self-governing... Often inconsistent, and always opaque
to outsiders. There was a time when this was regarded as a feature. As
other functions have become more transparent and accountable, OTRS has kept
a low profile.

Some quick non-answer (better knows as !answers):

1. what are OTRS' rules and policies?
I’m unable to answer this due to the Confidentiality Agreement all OTRS agents 
sign.  Any and all information on the 
OTRS wiki is private. OTRS wiki is used as a private workspace restricted to 
Wikimedia Foundation staff, chapter representatives, and Volunteer Response 
Team members, and is is strictly confidential.

2. where are those rules and policies documented, and why are they not public?
All rules and policies not stored on a local wiki (Commons, enwp, etc.) or Meta 
are stored on the OTRS wiki . Why, if any rules 
or policies posted on OTRS wiki, are not public, I’m unable to answer this due 
to the Confidentiality Agreement all OTRS agents sign.

3. where are those rules and policies discussed and decided?
If not discussed publicly on a local wiki (Commons, enwp, etc.) or Meta, they 
can be discussed on e.g. the Café on the OTRS wiki 
 or on the mailing list. Or, I guess, by 
”decree" by WMF.

4. what is the process for getting those rules and policies changed (or 
reworded for clarity)?
I’m unable to answer this due to the Confidentiality Agreement all OTRS agents

5. how is OTRS overseen, and who by?
OTRS has 9 ”OTRS admins”

Hello. I have bad news, the kind of news we never want to have. Our 
friend and colleage Elena Sanz (user ElsaBornFree) passed away last 
night.


Elena Sanz was a strong, intelligent and brilliant woman. She joined 
Wikimedia movement in 2014 and after two years she because secretary of 
Wikimedia España, possition she had till now.


Many of you met her in many conferences and events, such as Wikimedia 
Conferences, Wikimanias or Iberoconfs, but also meeting for advocacy in 
the EU, the Wikipedia+education conference in Donostia, next to her home 
town. A very active person, this has been a huge shock for all of us.


If you want to leave your condolences, you can write in a page created 
for that on Spanish Wikipedia.[1] We wrote also a blog post dedicated to 
her memory.[2]


As a president of Wikimedia España and a friend of her, I want to 
express our condolences on behalf of Wikimedia España to his family and

[Wikimedia-l] Volunteers sought; Interim Trust and Safety Case Review Committee

Hello, all.

Nutshell: this is a call for applications to volunteer for the Interim
Trust & Safety Case Review Committee (hereafter Case Review Committee)
which will stand until the Universal Code of Conduct escalation process
pathways are defined and established. Text below explains what the
committee is intended to do and what is required of applicants. If it

The Board of Trustees has recently asked the Wikimedia Foundation to put
together an interim volunteer community review process to help support
Trust & Safety behavioral investigations by ensuring that there is a
functionary appeal process available for borderline cases.[2] For clarity,
this is to appeal cases handled by the Foundation’s professional Trust &
Safety staff. It is not to appeal governance decisions by community
administrators or governance bodies. A permanent review process for Trust &
Safety team cases will be created later as part of the final stages of the
Universal Code of Conduct, but this quickly constituted interim Case Review
Committee will be asked to serve until it is functional, anywhere from
January 1 2021  to June 30 2021. This is a critical layer of oversight to
ensure that Foundation actions are fair and unbiased and that the
Foundation doesn’t step in where it is not necessary to do so.

We are looking for functionaries and experienced volunteers with an
interest in joining this group. If the work resonates and you qualify,
please apply.

First, there’s a page on Meta with more information about how this
committee will work,[3] but, in brief, it will review the case files of
qualifying Trust & Safety investigations that are appealed either by the
person who requested the T investigation or by a person sanctioned as a
result of one. We anticipate that members may need to dedicate an average
of about 5 hours of work a week reviewing case files. As this is a new
process, it may prove significantly less; if it proves more, it may be
necessary to expand the review committee. You will be asked to meet with
the rest of the group on a quarterly basis to discuss the committee itself
and how it might be improved.

There are a few very specific requirements for those who are accepted. If
you are interested in applying, we ask that you first read the Committee
charter and decide if you are willing and able to abide by the conditions
of membership and if you meet the criteria outlined there.[3] If you then
want to apply, please write to le...@wikimedia.org using “Case Review
Committee” in your subject line. Please include your username, your
credentials, and a statement of what you hope to bring to the role.
Credentials in this case refers to community background - have you been an
administrator? A member of an arbitration committee? Where or when? What
experiences do you think have prepared you to do this well? Reference to
professional credentials will also be taken into account, but does require
legal identification so that it may be confirmed. Otherwise, we will only
be asking for legal identification from applicants who are finalists.

Unfortunately, English language fluency is a must. While we hope to get as
much linguistic diversity as possible, Trust & Safety’s case files are
lengthy documents written in complex English, and expedience and current
availability of resourcing does not make it possible to provide
translations for the interim process.

This is an important role and a new direction in collaborations between
Trust & Safety staff and volunteers to help make sure we get the balance
right in protecting communities - both in supporting community members and
recognizing community autonomy.

OTRS is an important part of our activity, and is akey interface
between our volunteers and key partner institutions, as well as (often
notable) individuals.
By its very nature, much of what OTRS agents do cannot be as
transparent as the rest of our activities, being rightly held as
confidential.

For that reason it is essential that what can be, is as transparent as possible.

Back in February, an issue arose [1] where it became known that an
OTRS agent was rejecting images supplied by individuals at the request
of Wikidata volunteers, to illustrate Wikidata items, apparently
because that individual misunderstood and was mis-applying Commons
policy.

During the discussion of that case, on the OTRS noticeboard on
Commons, I raised ten questions [2]:

1. what are OTRS' rules and policies?

2. where are those rules and policies documented, and why are they not public?

3. where are those rules and policies discussed and decided?

4. what is the process for getting those rules and policies changed
(or reworded for clarity)?

5. how is OTRS overseen, and who by?

6. what is the approval process for an individual to become an OTRS agent?

7. what is the process for the community to remove an individual's
OTRS permissions, if they fail to uphold or abide by policy?

8. if an individual has been acting contrary to policy, what is the
process for reviewing and if necessary overturning their past actions
(including contacting and apologising to their correspondents)?

Some discussion ensued, and an email was reportedly posted to the
closed OTRS mailing list asking for input, but after several months
(indeed, nigh on half a year), THE QUESTIONS HAVE NOT YET BEEN
ANSWERED [*] (the discussion has even had to be restored from the
page's archives).

How the OTRS system operates remains opaque to most Wikimedians.

How can we get answers to these vital questions?
