In many areas we lack good secondary sources. Some times we don't even
have any secondary sources. I did some work at the National Manufacture
of Ceramics of Sèvres in France[1]. They have knowledge there that is
not in any book. It is transmitted directly from master to student...

My idea would be to create a publishing company that would hire
specialists to write monographs on subjects where we lack good secondary
sources. The compagny would regularly ask the wikimedians about which
subjects they need sources.

Those works would be published under a Free Licence but independantly
from the Wikipedias so there would be no risk for the Wikimedia
Foundation to be seen as doing paid editing.
Wikipedians would then be free to use those sources to improve the
Wikipedias.

I think you should do exactly the same and keep all those documents in your 
local Wikipedia until they become Free enough for Commons.

I agree with Todd that the support of MP4 would be loosing the freedom that is 
at the heart of the Wikimedia projects.

There is also a problem with the idea that it will allow people to directly 
upload the videos made by their camcorder. Most of the time it is a bad idea 
to upload a video without any form of editing. Most of the time you need to 
remove at least the begining and the end of a video file. It will result in 
many very bad videos.

On the contrary, we should encourage people to edit their videos with 
tutorials and to render the final edit in a free file format.

 with the community. I suspect such an org could receive significant
 grants and public support in its own right.

I agree with you that the Wikimedia Foundation is not in the best position to 
pay people to produce Free content. But there are many fields where it would 
useful to pay people to produce Free (as in freedom) content.

For exemple, we could have a Free news website with paid journalists that 
could get to places forbiden to amateurs like in press conferences or get 
interviews with celebrities.

We could have a Free photography agency that could send professionals to take 
pictures and videos all over the world, especially where amateurs won't be 
allowed like in war zones.

We could have a publishing company that would pay specialists to write Free 
books about subjects where we lack tertiary sources. It would be a great way 
not to antagonize renowned scientists who might get bitten if they edit 
Wikipedia directly.

Those Free texts, pictures, videos, etc. could then be used by the Wikimedia 
projects by amateurs.

 Sometime in the next couple of weeks, we will need to launch a contest for
 the new Wikivoyage logo, but first I'm hoping to get feedback and
 assistance in making the best process for that possible. We had been
 considering ways to optimize logo selection by the community, with the idea
 that we would have plenty of time to talk about the process before needing
