[Wikimedia-l] Wikimedia Bangladesh has completed its local registration in Bangladesh

Dear All,


It gives me great pleasure to announce that Wikimedia Bangladesh (WMBD) has
successfully completed its local registration in Bangladesh. Our
application for registration was approved by the Registrar of Joint Stock
Companies  Firms - Bangladesh on 9th June, 2014 and I have collected the
certificate of registration today (10th June, 2014).



Wikimedia Bangladesh has been registered under the Societies Registration
Act of Bangladesh  our official name is Wikimedia Bangladesh Foundation.

The registration process was a very long and demanding one, but our
perseverance and determination finally prevailed. It has become very
difficult to get registration of a society/foundation in Bangladesh as the
incumbents have to have security clearance from the National Security
Intelligence (NSI) of Bangladesh, which is very difficult to get if not
impossible. In the course of dealing with the registration process of WMBD,
I learned that less than 5 applications for registration as societies get
approved out of every 100. We submitted our application in May 2012 and it
took us a little over two years to get the security clearance from NSI 
complete all the bureaucratic process!


It gives us a great sense of achievement that we could uphold the Wikimedia
movement volunteerism spirit with passion, integrity and professionalism
despite being a small volunteer community. The pending registration issue
could not hold us from doing outreach activities locally  taking in the
greater Wikimedia Movement. We organized some excellent programs, workshops
 meet-ups with our limited resources during this time period. This effort
successfully brought in good number of new contributors to Bengali
Wikipedia  increased the article count. Volunteers from WMBD/Bangladesh
are also actively participating in the international Wikimedia movement by
taking part in discussions, conferences  as committee members in different
Wikimedia committees.



We, as a chapter, want to make small but steady steps towards sustainable
progress in fostering the Wikimedia movement in Bangladesh so that we can
make the sum of all human knowledge accessible to the people of this region.

Thank you Lane and others for your encouraging words, it really means a lot
to us. I remember how hard it was for us! At times I got so frustrated that
I even thought of leaving the Wikimedia movement in few occasions! But now
the job is well done  I am quickly erasing memories of all the frustrating
days/months/years. Thank you all on behalf of Wikimedia Bangladesh.

 because they have a bright example in Wikimedia Bangladesh that paying a
 bribe is not necessary to get an NGO registration. This is really something
 to publicize, stress, and note as a point of pride. No one should forget
 this as it really takes a lot of sacrifices to do this without bribing and
 in terms of cost, it actually is cheaper to save time and pay the bribes.

 I hope that this encourages other organizations in Bangladesh to also file
 their own NGO paperwork and accomplish whatever they feel ought to be done.

I have only one concern about possibly attending a Mexico City Wikimania,
which is safety. The bid on Meta sort of acknowledges this by saying
Safety is like any big city, some areas are unsafe at night.

I feel a bit like a dumb, xenophobic American bringing this up, but I have
to be honest and say Mexico tends to have a reputation for violent
crime.[1] Sources do seem to suggest Mexico City proper may be
better,[2][3] but it would be comforting to hear how we've assessed the bid
regarding the safety issue, and how we're going to be prepared in case the
worst (robberies, kidnappings) do happen.

Executive Director of Wikimedia Argentina. This decision was presented

For personal and professional reasons, I've decided to return to my
country, Chile, in the following weeks and start a new stage of my life.
Two years ago, I was presented with the opportunity of living in
Argentina
and working for one of my passions. This was a big challenge for me: I
had
to leave my country and my family and work in a foreign country. These
last
18 months have been a unique experience and I've learnt a lot, becoming
a
better professional and a more mature person. However, at the same time
I
feel that I need to move on and continue with new projects and
challenges.

Certainly, this has not been an easy decision for me, because I'm very
fond
of this work, the people that have participated in our activities and
the
projects we worked on and we are still working on.

I leave the Association in a very different position than when I took
office. We have several ongoing projects and we regularized all the
delayed
paperwork. We became the first organization from a developing country to
get an Annual Plan Grant via FDC and have been one of the best-graded
chapters in both processes. We are now a reliable and serious
organization,
continuing a process of professionalization that can improve our
programs,
making them more efficient and more effective. Clearly, this has not
been
only due to my work, which is why I thank the Board of the Chapter that
helped me in everything and to María Cruz, which has been a great
colleague
these months.

My main interest is that Wikimedia Argentina continues to grow, which is
why we have decided that my departure occurs at the end of March. This
will
allow us to work calmly to ensure the continuity of the ongoing projects
of
Wikimedia Argentina and the transfer of knowledge once the new Executive
Director takes office. In any case, I will continue to participate as a
member and Wikimedia volunteer, once this period expires. By request of
our
Board, I will also attend the next Wikimedia Conference, so I will be
able
to transmit the experiences of Wikimedia Argentina in the last year.

I appreciate the trust placed in me by the Board and all the members of
Wikimedia Argentina and their support all these months. I'm sure they
will
continue the great work we have done lately.

I think the question here should be more general, not for the particular
case of AffCom only. We should really give a serious thought on whether
such big expenditures are really worth the money or not. And it should
encompass all the parties to the movement (volunteers, chapter members,
WMF). Here, the choice of hotel really seems expensive. Though I didn't
have any prior idea about hotel rent in Hong Kong, I searched on google for
some good quality hotels in Tsim Sha Tsui area and found that there are
many 4 star hotels (also highly rated) that have room rent within $110 to

been using the same accommodation as the rest of the conference
participants — and that was a true a cost-saving decision.

If I remember correctly, at the time the Committee did not have a budget
and a number of details around fiscal responsibility ended up very
complicated out of sheer goodwill (with certain chapters paying AffCom
members' travel, Wikimedia Germany kindly offering to pay for those who
had
to stay only an extra night, and the WMF paying from the Board's budget
for
the rest) and the choice was probably made by me to stay with the chapter
delegates as that was the default.

In any case, with the dedicated budget we have taken steps to greater
clarity and accountability and this involves making sure that the WMF
pays
for AffCom travel, and that in turn we follow WMF policy on reimbursement
and choice of accommodation and in any other way they may prescribe for
spending our budget.
Technically and individually we could decide on anything that is cheaper
than what is allowed by policy (e.g. shared accommodation, or different
level of comfort), but those decisions would be made on the grounds of
such
factors as the accommodation choice of others with whom we would want to
meet in off hours (including other AffCom or community members), medical
