The GLAM initiative is a collaboration between Wikipedians and a cultural 
institution to seek ways to seek collaborations that are mutually beneficial. 
From the Wikimedians view point, the cultural institution provides access to 
knowledge that could be used on Wikipedia or its sister projects. This is 
explained in detail here - http://outreach.wikimedia.org/wiki/GLAM

Making a list of cultural institutions by state is a good place to start. 

At the outset, a cultural collaboration that GLAM seeks to be can be more fun 
and fulfilling when done as a community. It could also be considered as a tool 
to build this community. Lacking a community in an area where cultural 
institution is interested would place too high a stress on an individual unless 
he/she is passionate. Then too, it would rather be a waste of the volunteer's 
passion, IMHO. Having a community, helps to enjoy and share the burden of the 
task.

I am interested in knowing whether there is a community flourishing in Goa? We 
have seen a small group of activities in the recent past and we are hopeful 
that a small core community is getting built there. Please feel free to ask us 
for any help needed.

This is great indeed, please try and do more followup events with this
partner.
Perhaps they may be open to allow use of this venue to have regular
meetups. I concur with pradeep's suggestion on trying to build a community
around it.

GLAM is hard work as it involves building relationships with institutions
that at times are not internet savvy (mostly the case in India barring a
few institutional exceptions). It is great you have already made the first
few difficult steps. Please keep going You are doing great.

I suggest the following steps you could consider to further your initiative:

1) List museums in your state. (and other GLAM institutions, translate in
more indic languages)
2) Expand this list to a table to include a photo and collections details.

3) Eventually build pages for each of these institutions (from news
sources, reliable blogs)

Most of the content collated above was from web research of new stories,
blogs, et al. Incidentally, no visit to the museum to collate content
(though it would help immensely). There is a lot of info out there with
careful search of news websites (not all show up on google).

I suggest the structure for museum articles to include the following
sections:
History, Building, Collections, Visitors, Governance, related pages.

Do remember to use the following Infobox templates:

Listing geo location for each museum helps:
