With the spectrum in question with the 04-186 proceeding, WISPs would have the ability to provide better coverage in the many underserved ares where we are already attempting to cover. There are a multitude of problems that WISPs face daily with respect to the current spectrum that has been allocated for our use. Among these are interference, low power and lack of penetration/LOS issues. As you are all aware, the lower frequency of the unused TV band will provide us with a means to provide broadband internet access much more consistently with the low power requirements imposed on us. WISPs have a track record of providing broadband internet access to largely unserved areas. Due to the low population density of these areas, it is often not cost effective to build out enough towers to provide this near 100% coverage. The use of this currently unused band would make that problem a thing of the past. Finally, I would urge the commission to allow unlicensed use in this band, even if it is on a managed basis. This band is important to the commission's own stated goal of bringing broadband access to all Americans. It is WISPs that are fulfilling that goal in areas that the RBOCs and cableops are not willing to invest in. WISPs are, individually, not large operators, but taken as a whole, we have shown that we can deploy quickly and effectively. Given access to a band such as this, we can grow even more quickly. Given access to a band such as this, we CAN and WILL bring broadband to Americans that will otherwise have NO chance of exceeding dialup. Non-served areas will lose the younger population, because they cannot access the Internet and the services that are provided through high speed broadband. We do a site survey for every contact to see if service can be provided. We average 30% installs and cannot serve the rest. This is using 900, 2.4 and 5.7 frequencies. None of these frequencies will work in trees around the house, light forest or in terrain of rolling hills of 100 to 300 feet. Population density are 3 to 12 persons per mile and is not cost effective for current wired solutions. NetsurfUSA does not have the capitol to build towers for every 20 customers, but this is what it would take to serve 85% of our customers and our payback would be 15-20 years. All of our equipment is in the ISM bands and we have worked well with other users and providers to not have conflicts, but there is dramatic growth of more users coming to the current spectrum and are increasing noise floor for everyone. If WISP's had the TV channel spectrum then we would leave a lot of the current unlicensed spectrum to other users, both current and future. This would help us maintain more dense modulation schemes with lower signal to noise ratios. We are a very small business, that is trying to serve our customers and friends who want to continue to live in a non urban lifestyle. Wireless is the only cost effective way to serve them with such low population densities, but the current frequencies will not provide service to most of them. It will take the unused TV channels to provide them high speed broadband. If you allocate the TV channels and just put them up for auction, you will have failed to give these people the relief that they want. Auction of the spectrum will go to large, well funded companies and groups of speculators looking to get the spectrum for resale and profit as the primary goal and not to provide service and innovation. This spectrum would make it possible to serve the vast majority of rural customers. Large Telco's and Cable companies are serving high density areas with very high bandwidth pipes to provide voice, data and video at inexpensive rates and their rural customers are left with basic dialup. WISP's have a passion to serve our customers and neighbors but we need you to help us get the spectrum to provide what the current spectrum cannot. Guys, The BIGGEST reason to NOT auction the band is innovation. Almost all of the spectrum is already licensed, yet where are the deployments? Where are the customers? Where are the new products and services? Even those with licenses are again talking about going unlicensed. When you post, make sure to make a big deal of that point. It may well mean more than all of our whining about unfair competition. Oh yeah, make sure you also point out the problems with the current "spectrum camping" mechanisms in place. We are currently turning down about 55% of our requests due to inadequate signal to provide reliable high speed Internet. Since the lower frequencies penetrate foliage better than the higher frequencies, I believe we would be able to reach as many as 90% of those that request service, were we to deploy lower frequencies, such as in the 700MHz area. We also have problems with the current 2.4Ghz band we use being very crowded. The signal to noise ratio gets to the point of making the band unusable in some areas. Having a frequency band allocated just to wireless Internet would alleviate this problems, not just for us, but also for the general consumer who is also trying to use devices in this range. By letting us get out of the range, there would be less congestion for others. As a mom & pop business, we cannot afford to purchase spectrum at auction. What we can do, just as small businesses all around our great country do, is offer services to those areas that no one else services. None of our current customers has any ground-based Broadband Internet service available to them other then NewWays. Their gratitude is part of what makes our business grow. Please provide us (the WISP industry) with some dedicated spectrum that is available based on the services we provide rather than the money we have. I'm in Here is what ?I sent... Comments Auctioning off the TV channels is not acceptable to us. We are a rural WISP supplying 20,000 homes with ABSOLUTLY no other option. These frequency are vital in the non line of site issues facing WISP today. 900MHz is simply not as effective as once thought. Our biggest hurdle is the natural, beautiful landscape that makes living in the country so attractive. Our options to solve the problems are to put up towers. Trying to put in more towers makes no sense as there could never be enough of them to properly penetrate these vibrant green hillsides. We need the TV frequency. The physics of the frequencies making up the over the air television bands make them ideal for broadband deployment. The goal in America is Fiber to the home. Weather it is physical fiber or wireless fiber makes no difference, just put us on the same playing field. WISP have proven their salt. Most recently with the hurricane disasters relief efforts, and having the ability to bring in, in some places, the absolute only services (VOIP & Internet)to help locate and reunite the devastated victims in the most trying of situations. We are experienced, we are determined, we are professional. We are what make up rural Americas connectivity. Hardworking entrepreneurial men and women willing to do what big business would say does not make economic sense. We went into rural areas deemed unprofitable by the RBOC's. Are rural Americans just to sit back and let technology pass them by just because of the location they choose live. We have shown it can be accomplished effectively, efficiently and at a cost all can afford. Do not ties our hands, Help us help Rural America. This will take about 5 minutes of your time and it may make history for our industry. The FCC has had an open Notice of Proposed Rulemaking" called 04-186 - Unlicensed Operation in the TV Broadcast Bands. They have tried to stall this proceeding out because the NAB - National Association of Broadcasters does not want anyone to use TV channels but them. In fact the NAB has even stooped to putting out propaganda in the form of a video docu-drama portrayal of a Grandma who cannot watch TV because the evil unlicensed operators were messing up her TV reception with their demonic unlicensed broadband operations (ok I embellished a bit). Here is the deal. If we lose this fight it is not going to be over a lame video showing a grandma losing her TV stations from our efforts. I am gonna kick some NAB ass before I let that happen. Here are some thoughts that may help motivate you to do this right now: How would you like to serve up broadband that operates in 100% of the proposed theoretical coverage area around your AP with no significant line of sight issues? How would you like to use common off the shelf cable modem type devices with minor modifications as CPE for these new magical APs? Then pay attention and do what I ask right now and do not try to micro-manage this effort. Just speak up right now! Today! Not tomorrow! We need solidarity on this one. Let's get it right and get the message out loud and clear right now.
