Took the words right out of my mouth, great receiver specs do nothing in high noise environments. The idea of indoor CPE devices is also a myth for real world WISP deployments. How many times have you had to move around in a building with a cell phone to get better coverage. Indoor CPE is the same but most people won't understand that and won't want to move their computer. Higher power is not the answer because you still need the balanced path in both directions, the FCC will not let you put high power radios at the CPE end when it is sitting right next to the users body.
