Seems like maintaining an annually update list that has what each wisp could offer,if needed. I'd like to think this can work - and hopefully it can. My understanding is it worked pretty well after Katrina, but also that there were some problematic egos. Jay is correct. Victoria Proffer is heading up the Disaster Response effort. She is currently working with this committee to set up bylaws to be a 501c3. I'll let her chime in on the progress.
