Criteria:

Nick Boldt has been a valued contributor to various eclipse projects for
almost a decade. He's contributed many patches to wtp-common, as well as the
entire remainder of WTP. Most recently, he joined the wtp-releng team to help
completely revamp the build system for Photon. I feel Nick should be a very
uncontroversial addition to the wtp-common team, and the committership rights
will help him properly maintain WTP and improve our ability to make builds in
a timely fashion for the foreseeable future.

With Nick Boldt's resignation as our Releng lead, I must reluctantly nominate
myself to take his place as I've been the only other active member for a
while. Nick has been patiently contributing for some time after his work had
taken him in a completely different direction, much like myself, offering
feedback and guidance, but his personal interests lie elsewhere.

While I am not great at speaking to my own abilities, the log at
https://git.eclipse.org/c/webtools/webtools.releng.aggregator.git/log/ will
show me contributing since late 2018. Of course the corrections that led to
our having a M3 build tomorrow are in Web Services, but they were driven by
the need to again regularly run our CI builds to completion. While being your
PMC Lead allows me to do certain things by fiat, I've always looked at the
role as a set of responsibilities more than anything else. Please do cast

we are currently going through a Progress Review for the *WTP Java EE Tools*

The notion of progress reviews were added to the EDP some time
ago. Progress reviews are like release reviews, except that they are not
aligned with any particular release. As it is with release reviews,
following a successful progress review, a project is considered "in good
standing" for a year (and so may make as many releases during that time
frame as needed).

contributions to WTP. 
He was a founding member, who worked for years to promote community
relations, responding to questions on our newsgroups, mailing lists, and
maintaining our website. He fixed over 300 bugs or enhancements, including
my favorite, the Internet Cache. In addition to serveral articles and
tutorials at EclipseCon, he was co-author of Eclipse Web Tools Platform:
Developing Java Web Applications, Addison-Wesley Professional, 2007.
