Thank you for sending this 'analytical' report. Thankfully, the cynical mind of this reporter did not stop her from presenting detailed contents of Rahul Gandhi's letter. We all should welcome Rahul Gandhi's move. We are not living in such fortunate times that such a stupid man from becoming our prime minister but at least we can see a glimmer of hope in his becoming sensitive to the fact of Dalits and their grievences, if not aspirations. This inexplicably stupid politician squandered many opportunities to become a hope of the future india by taking up the cause of dalit-bahujan-minorities. Such a move would have endeared him to crores of subaltern peoples and particularly young ones and strengthened his position and appeal among the electorate. Thank god, finally, he has come out of his ungrounded illusion in doing politics without reference to caste and community in India. It is obscene that the reporter ends with a sarcastic comment that Athavale did not demand for the arrest of Madhuri. Heading of the report is also thoughtlessly negative. This is the conclusion of a 13-member committee constituted by Deputy Commissioner M. Maheshwar Rao to look into the issue. Deputy Director of PU Education R. Basavarajappa told *The Hindu* that action would be taken against the colleges and some might even lose accreditation. He said the report was received by him from the office of the Deputy Commissioner and it would be forwarded to the PU Board in Bangalore for further action. The committee, which was formed after a few civil rights organisations exposed gross violations by the colleges in the city, first short-listed 28 colleges for its survey. Of these, only seven were found to be adhering to the rules. Expert PU College in Kalakunj Road, St. Aloysius PU College on Lighthouse Hill Road and St. Agnes PU College at Bendoor were the worst offenders, according to the report, a copy of which is available with *The Hindu*. In the case of Expert College, the report says: The prescribed norms and procedures for admission have been flouted, not adhered to and violated to the fullest extent possible. About St. Aloysius PU College, it says: Total admission is not transparent and must be looked into very seriously. St. Agnes PU College has been found violating reservation norms, charging extra fees and forcing students to buy its prospectus. Expert PU College has been found charging extra fees and collecting donation from students. The college has conducted its own entrance test for the applicants, which was a grave violation. The college has made it mandatory for its students to enrol for coaching classes. The college has not followed the calendar of events prescribed by the PU Board and has failed to provide internal reservation, the report says. According to the report, St. Aloysius PU College has been running 25 sections while there was permission only for 23 sections. It has illegally admitted students directly from its high school. The college has withheld the name and marks secured by the applicants in the merit list put up on its notice board. It has flouted internal reservation and other reservation norms for socially and educationally backward sections. One of the committee members says he spoke to several parents of the students studying in the college and they told him that they had to pay donation. St. Agnes PU College has admitted students belonging to socially backward sections in the general merit category. Parents of students have been made to pay large sums as donations, the report says. Narendra Nayak, head of Expert PU College, said: Ours is a new college and even colleges that are 100 years old find it tough to follow the rules. We might have committed some minor mistakes and they will surely not be repeated in the future. The principal of St. Agnes College (Sister) Linette denied the findings. We have followed all the procedures, she said. The other 18 colleges have been found guilty of not adhering to the calendar of events. This article will qualify to be - without anything else even remotely challenging it - the most foolish article ever written on any dalit topic among those posted in this network in recent times. If this Mountain chap is real, he is either having cheap fun or simply mad or a costable with writerly pretensions! I never thought this countercurrents is a great website but it is a new low in their utter unconcern for any standards. This article pretends to be an attack on Maoists- a necessary task- but actually insults Dalits. I don't remember reading anything more humiliating to Dalits than the following: my Dalit comrades point out that 85% of India Dalits still believe in the one, unifying tenent of Hinduism, varna/caste/color. Simply put, most Dalits believe they are being punished by God for sins in a previous life and their lot as untouchables, Dalits, is Gods Will. If God willed your punishment today with the promise of a better re-birth in the next life , than trying to lift yourselfs and your childrens lot above that of cleaning the communal toilets is going against Gods Will. The Dalit movement exemplified by the BSP cadre I know is firmly rooted in organizing Dalits into community collectives and focused on mobilizing Dalits in exercising their voting rights. When it is pointed out that no ruling class has ever peacefully relinquished their priviledges, i.e; through elections, my Dalit comrades point out that 85% of India Dalits still believe in the one, unifying tenent of Hinduism, varna/caste/color. Simply put, most Dalits believe they are being punished by God for sins in a previous life and their lot as untouchables, Dalits, is Gods Will. Sounds like a brilliant scheme for social control using a religion, Hinduism, in the opinion of all the Dalits I know. Taking into consideration just how mentally enslaved most Dalits remain, moving the masses of Dalits from being so crushed and broken to real liberation might take a series of steps instead of one giant leap, or so my Dalit comrades seem to feel. Dalits may have to see for themselves that casting a vote is not going to midwife any real liberation for the rank and file. While acknowledging that a series of trial and error may mark their struggle and that the Maoist scorn such an approach, Dalits feel that if the Maoist movement continues to ignore varna/caste while still dependent on Dalits to win power, Dalits are doomed to see their struggle for equal rights and justice betrayed by the new Brahmins, the leaders of todays Maoist movement. One fact remains utterly non debatable and that is that India and Nepal remain overwhelmingly a society of villages. Equally non debatable is that in India and Nepal's villages, caste rules . How the Maoist movement can hope to succeed without even addressing this issue in any real way bodes ill for any hopes the Maoist movement offers any real solutions to the most barbaric, inhumane system of human oppression in the world, Apartheid

However, Gandhi and Kasturba's last child wasn't born until fifteen years later, in 1900. In fact, Gandhi did not develop his censorious attitude to sex (and certainly not to marital sex) until he was in his 30s, while a volunteer in the ambulance corps, assisting the British Empire in its wars in Southern Africa. On long marches in sparsely populated land in the Boer War and the Zulu uprisings, Gandhi considered how he could best give service to humanity and decided it must be by embracing poverty and chastity. At the age of 38, in 1906, he took a vow of brahmacharya, which meant living a spiritual life but is normally referred to as chastity, without which such a life is deemed impossible by Hindus. Gandhi found it easy to embrace poverty. It was chastity that eluded him. So he worked out a series of complex rules which meant he could say he was chaste while still engaging in the most explicit sexual conversation, letters and behaviour. With the zeal of the convert, within a year of his vow, he told readers of his newspaper Indian Opinion: It is the duty of every thoughtful Indian not to marry. In case he is helpless in regard to marriage, he should abstain from sexual intercourse with his wife. Meanwhile, Gandhi was challenging that abstinence in his own way. He set up ashrams in which he began his first experiments with sex; boys and girls were to bathe and sleep together, chastely, but were punished for any sexual talk. Men and

Citizen Journalism with its variants in Public Journalism or Civic Journalism acquired the accoutrements of a movement in the early 2000s, particularly in the United States. But the origins of Citizen Journalism are as old as journalism, when pamphlets and reports were issued by citizens. Some of the most powerful pieces of journalistic writing can be traced back to individual initiatives of citizens as reporters not reporters as professionals. The need for citizens as journalists and for citizen journalists has been increasingly felt as media companies with their business and professional news gathering models do not necessarily commit enough resources to covering issues that beset a democracy such as ours or do not have any incentive to cover problems from a wide swathe of society. But not covering these problems and issues does not wish away the reality. And that is precisely where citizen journalists can reclaim the conversation. It needs to be remembered that the freedom of the press in India is an extension of the freedom of expression given to each citizen. JM Foundation for Excellence in Journalism believes that India needs vigorous citizen journalism since it is well nigh impossible, for various reasons, for the news media organizations to cover all issues that need to be brought into the public eye. Probably a look at ACJ's Dalit scholarship scheme is useful. I think ACJ's model is good enough to emulate, and if you want to, can even be bettered. On top of waiving the fees and providing free meals and accommodation, ACJ also offers Rs. 4,000 nominal stipend per month per each Dalit student. Now that an organisation came forward to top the stipend up with 4,000 more, Dalit students will get 8,000 per month. From this year on, we are ( a group of Dalit and non-Dalit journalist, activists and students campaigning for (larger) presence of Dalits in mainstream English journalism) also planning to conduct a 3 month intensive English coaching for Dalit applicants for ACJ before entrance test/interview. Many distinguished journalism trainers came forward to become part of this program. ACJ is providing meals and accommodation for the students during this period and an NGO notionally agreed to bear the travel expenses for the students. I am narrating the whole thing in detail just to give you an idea of one of the important components of our campaign. I am particularly encouraged by your assurance that you would consider any suitable candidate we refer to you. Is it possible for you to write an endorsement such as the one written by Sashikumar or N. Ram in whichever way you think could serve the purpose of inviting potential dalit candidates to enter journalism and also to create non-discriminatory atmosphere among the media houses? Here, a highly discouraging fact is that despite an intensive campaign involving many journalists, Dalit organizations, email groups, students unions and progressive individuals through presentations and counseling sessions across the country and individualized brainwashing, we managed to get only 107 applications for ACJ entrance test and sadly not many of them could attend the exam and only a handful of them cleared it and not more than five got seats. Mr. Sashikumar told me about a joke among the teachers that even most of them would fail if they were to take the GK component of the ACJ entrance test. And, the Dean is planning to soften the criteria to make test less exclusivist. This unfortunate state of affairs - unwillingness among young Dalit people to become journalists and unwillingness of the media houses to recruit Dalits - is not likely to change immediately but we are positive about change if many more hands join the effort. February 20, 2009 Hubert Harrison: The Voice of Harlem Radicalism, 1883-1918 By JEFFREY B. His reflections on the state and methods of literary criticism appeared in *The New York Times.* Scores more essays ran in scores of other publications. He lectured on history, sociology, and popular science to audiences both black and white -- quite literally in the street, at times, where he drew large crowds and worried the police. Any heckler who dared to challenge Harrison soon thought better of it; his witty replies reduced them to laughter, if not shamefaced silence. Well before the Harlem Renaissance, he worked out ideas and strategies that would echo in the civil rights struggle and the black power movement of later decades. But by then, the source of that echo was long forgotten; Harrison had disappeared from the story of the struggle for racial justice and meaningful democracy. The circumstances are so paradoxical that it hurts. For the very qualities making him such a catalytic force -- independence of spirit, headstrong radicalism, and love of argument for its own invigorating sake -- also made him enemies. There is a price for speaking one's mind, and Harrison paid it. Following his death in 1927, no tribute to him appeared in the country's most prominent journals of African-American thought. *This intriguing figure* has been rediscovered only over the past decade or so, thanks almost entirely to the efforts of Jeffrey B. Perry. If ever a scholar has served as recording angel -- rescuing memory from the ruins of time -- it is Perry, who spent decades researching Harrison while employed as a postal worker. In 2001, he edited *The Hubert Harrison Reader,* which provided a generous selection of writings otherwise scattered in crumbling periodicals, many of them now very rare. His new book, *Hubert Harrison: The Voice of Harlem Radicalism, 1883-1918,* is the first part of a two-volume biography. It portrays not only the life of a complex individual but also the world of a lost civilization. To see Harrison whole means reconstructing an era when self-educated young black intellectuals created literary societies to exchange books and argue over them -- an era when open-air meetings gathered around street-corner orators who lectured on evolution, feminism, and other controversial topics. Born on the small Caribbean island of St. Croix in 1883, Harrison was in many ways like other immigrants who reached the United States in 1900. He was thwarted by limited educational, political, and occupational opportunities at home, as Perry puts it, and possessed of both a desire for more education and a propensity for self-education. He found work at the post office in New York while attending high school classes at night, where he soon won acclaim for his oratorical skills and exceptionally thorough command of classical and English literature. That Harrison did not continue to university studies is something of a puzzle. But it is clear that Harrison found ample exercise for his talents in African-American literary circles, and in the growing Socialist Party, which by its peak in 1912 had elected hundreds of candidates to office around the country. He wrote theoretical essays showing a deep interest in contemporary social thought, bourgeois and Marxist alike. And he kept up a vigorous schedule of lectures, often holding more than 1,000 listeners rapt as he spoke for two hours or longer. A memorable description of Harrison in this period comes from Henry Miller -- a profoundly apolitical writer but one who, decades later, recalled being awestruck when the speaker mounted his soapbox. There was no one in those days, Miller recalled in his autobiographical novel *Plexus, * who could hold a candle to Harrison He was a man who electrified one by his mere presence. Beside him, the other speakers, the white ones, looked like pygmies, not only physically but culturally, spiritually. When interrupted by a question or a diatribe from the crowd, Harrison always retained his self-possession, his dignity. He would cock his ear to catch every last word then smile broadly and reply -- always fair and square, wrote Miller, always full on, like a broadside. (How he would fare today, in an era of sound bites and fractional attention spans, is a melancholy thought.) *Harrison's range* of interests was encyclopedic, but he found his center of gravity as a thinker and activist in the fight for African-American rights. The current administration of Delhi University has attempted to reshape the University through a series of sinister agendas - be it the introduction of semester system, the European Studies Programme or the biometric identification system. All of them have shared one thing in common: the thwarting of democratic debate on proposals for change, and the routine violation of regulatory protocols. The latest episode has been the eviction of students (2,000 students according to reports) from a number of hostels in Delhi University in order to make them available for the Commonwealth Games. Hostels are being renovated and beautified for the officials and visitors of the Games, while students are scrambling around for their own accommodation. The students, like the 40,000 families on the Yamuna bank, are now among the many that have been displaced in the name of national glory. What comes into question is the fact that the University has agreed to avail of 20 crores of rupees from the Commonwealth Games project without taking any cognisance of how and where such resources are generated. It has thus become an accomplice in the larger process of reckless corporatisation that the whole city is undergoing in the bid of becoming a “global city”. This has left students at the mercy of private accommodation, with its unregulated rents and precarious guarantees. Rents are rising in anticipation of the increased demand for PGs and flats, forcing many existing residents to move out and making accommodation unaffordable for incoming residents as well. The University has made no attempt to devise a mechanism to control or subsidise rents. The inflated prices that students pay are in effect the costs they bear for the cosmetic surgery DU is undergoing, and by extension, the hidden burden they carry for the Commonwealth Games. Some newspaper reports even indicate that hostel fees may increase after the hostels have been “upgraded”. Moreover, the lack of a viable and safe alternative has compelled many girls seeking admission in DU to rethink their decision. The University has also failed to consider living conditions around campus, especially from a gender-sensitive perspective. We can only begin to imagine what it must be like for those with physical disabilities to navigate around dug-up roads, unmarked holes and hazardous construction material. The students are told that their eviction is “for their own good”. It is “for them” that the authorities are “improving student infrastructure”, making “world-class” hostels. Where was this concern for well-being when the college authorities took the decision to evict students? Not once was there any dialogue with students about this “upgradation”, or about the best and most suitable way to go about it. Instead, the whole decision-making process was shrouded in mystery, leading to utter chaos and confusion: while Hansraj made its hostel residents sign a bond last year declaring they had no objection to being evicted between July and October 2010, Miranda House students have still not been officially informed about the eviction! We cannot allow the University to get away with such deliberate and avoidable irresponsibility. We make the following demands from the University: • We demand the provision of alternate accommodation for evicted students. • This accommodation should be at par with the hostels, both in terms of prices as well as qualitative conditions such as basic amenities and safety. • We also demand, as conscientious members of a larger community, that this provision not be met at the cost of another section of society. On our part, let us work towards creating another space, a commune perhaps, an imaginative and practical alternative that is self-governed by members of the university community, a cooperative living space that meets its own needs and conducts itself in a responsible and democratic fashion. If you are angered by what you see around you in the University, and indeed, in the city, if you want to speak out against the shrinking of democratic space and are ready to reclaim what is rightfully yours, please come and join us!
