I have never come across such a plugin but...
on Mac, 32-bit and 64-bit code can be written in the same file (lipo, universal
binary)
on Windows, a plugin bundle has 2 folders, Windows and Windows 64
so there is absolutely no reasons to maintain two flavours.

Without plugins, v16 “mixed mode” is a non-issue. I’ve got two clients running
this way for two years.

V17 64-bit is much better and unsupported now. It may have issues with Catalina
that will never be fixed.
I’d skip it and go to v17 or v18.

If you are using plugins that have two versions I think you are stuck. I would
love to 64 bit all the way. also I would no of go to 16 I would go to 17. 16
will be obsolete very shortly
