Regarding the original question:
Since there isn't any certification of 4D v11 for Windows 10 and Windows Server 
2016 (this is true for all other 4D versions) and since the support of 4D v11 
ended on 31 Mar 12, you have to test it by yourself. If there are any problems 
you will not get any support by 4D officials. That's the bad news. The good 
news is, you can hope for some good hints and answers on this list.
As a strategy I would recommend a parallel testing, on a certified system and 
on Windows 10. Just to be able to sort out OS independent issues.

I have a client that wants to re-write a v11-based system but needs to
replace all of their hardware now since it is failing rapidly. Is
there any chance that v11 would run without issue on Windows 10
clients… and Windows Server 2016 for several months during this
re-write?

TLDR;
4D Server does NOT need a server OS to run.

a Mac Mini runs 4D server just fine :)
A lot will depend on the needs of the database.

My question is the same as the original poster and a curiosity of what
others are using due to the change of the landscape of windows server and
workstation operating systems.

Just to be clear, the certification for v15.2 does not say "or above" in fact 
it does not list "Server 2016" at all (because it did not exist and was not 
tested). 

As for certified Windows Server operating systems with v15.2, it only lists:
Windows Server 2008 R2
Windows Server 2012
Windows Server 2012 R2

according to the documentation v15 server requires
  (Windows Server 2008R2 or above for 4D Server)​

Generally the Windows server line is desinged for
"providing small businesses with on-premise file and print, security,
backup, Remote Web Access, and identity management services, combined with
optional off-premise services."

As such it is running many services that a location may or may not need and
will be competing with the resources required for optimum performance by 4d
server.

I have a bit of experience with a small install of less than 10 users that
were set up on a Windows Small Business Server 2011 essentials 4d server
v12. This site has no need or desire for all the "services" offered by
windows server and as such they remain disabled where possible. However,
many services cannot be disabled.

Anyway, for a small business environment, it seems that there should be a
better single purpose solution than Windows 10 desktop, with all of its
social connections, cortana etc or Windows server, which is really designed
to be its own solution, is running a whole slew of potentially unnecessary
services and is not really friendly to other "apps" running on it.

I really have no experience or comment using a Mac server, but, the little
browsing i have seen are not positive.

are there any locations where this has been discussed with 4d.com or others
with experiences and suggestions for configurations?

It seems to me, this should be an important high priority issue as it is
the building block of a 4d multiuser solution, right?

While I don’t know about Windows Server 2016, I maintain V11 copies of our 
database under Windows 10. Running is fine. Occasional quit when editing, but 
nothing like the Mac 10.11.x.
