UDID card is presently not valid across India but this may change in future.
Even in the same state from where your UDID card is issued may not be
accepted by every government department to avail facilities as they
continue to use the disability certificate system.

The CCPD court is handled by Babus and don't expect them to be very
sensitive to problems faced by the Visually impaired. They correspond by
letters like any Govt body. You are lucky to have received an email reply.
In my 2 years of followup i never received an email reply.
Plus this court has

routed through the pgportal website and not personally taken care of by the
Prime minister.
Don't expect a speedy response & resolution to you greviance. This
mechanism is run by the Babus who are used to working very slow.
