Recently I have changed my address. There are 2 methods.
1. Netbanking
2. Offline going to bank and filling form and submitting.
For netbanking you have to scan your aadhar and PAN card Xerox copies with
your signs on it. Once you login on the first page you will get request
option

First i suggest to check respective LDC advertisement what they mentioned
about scribe. If they have mentioned nothing in advertisement about scribe.
Then may be center have rights to provide scribe but with their own cost.
They cannot ask many for scribe for which they have provided.
