Mot only ESpeak, but any text to speech engine can read only Unicode content...
ESpeak is the only text to speech engine present currently that
supports reading of Telugu, as far as my knowledge stretches...

If you use nvda screen reader, there is no need of any telugu tts.
NvDA does every thing whatever you can do in English. If you want use
telugu tts in other screen readers like jaws, either install espeak
or use my telugu reader. contact me personally.

and writing.

E speak reads only unicode content.
