dear friends,
according to the railway circular, the id card should be obtained from
the DRM office within whose jurisdiction the concession certificate is
issued. but, railway staff say it should be obtained from where the
person is residing. what should be done if the 2 addresses are
different? my address belong to mysore division while my concession
certificate was issued from bangalore.

What I think is that, other then posting our good and bad experience
with government admin offices on access India, we must also post the
same on our social media pages including government social media
pages, so that it can be viewed by many people on the network.

Hi Zoer,

Mumbai Central office has a sensible person called Jagdeesh (forgot
the last name). Basically which office to go is decided based on where
you stay. For example, I am on central line so I have to go to CST.

Mumbai district has a single hospital for issuing disability
certificate which is J.J. and from where the concession certificate is
issued does not matter as long as the concession is in new format
(issued in July 2014/15).

If you are unnecessarily facing the problem, then best is to launch a
complaint on pgportal.gov.in because another problem here is that
after issuing the card, they are endorsing on the candidate's medical
certificate whereas it should be done on the old concession
certificate.

This is really irritating. There is no procedural unanimity. If the Central 
railway issues an i.d. card, will the western railway not recognise it? But 
wherever the issue of giving concession comes, the government offices always 
make a fus and make you run from pillar to post. Moreover, all the work is 
never completed in one turn and you have to visit these offices again and 
again. They never clearly tell you what are the different requirements, and 
once you reach an office, they will send you back to get something elce. If 
you are working, one casual leave is never sufficient. In Maharashtra, just 
to get the card of State Transport concession, first you have to go to the 
social welfair department of the Zilla Parishad, fill  up a form, get the 
card, then go to the buss depot to get the stamp and signature of the depot 
manager. Here, the treatment given  to you is like that of a dog. After 
waiting in line for hours together, they declare that the time is over, and 
we have to go again in the next wweek. I don't know when the situation will 
improve.

When I too visited JJ last week to take the certificate which I had
given for renewal, one of my friend asked me to take the Railway
concession form too.

On asking the officers over their, they told me too the same thing
that you need to get the form from the CST station.

As it was too late I didn’t go to CST. But, what I understood from
what my friend said is that we need to get the form from JJ itself!

Can somebody guide us with the right procedure please?

[AI] This is how I could not make my railway disability card

Friends,

Today I decided to apply for Railway disabled I card, for this I approached DRM 
office cst/vt railway station.

There the person checked my all document and told that the disability 
certificate is of Sir JJ Hospital and your concession certificate is from Worli 
sea face. So as per your concession certificate you have to go to Mumbai 
central Railway station to make the I card.

I went to Mumbai central railway station, as searching the DRM office in 
station premises was itself was a Brilliant task of investigation.

I could locate the office after half an hour and again disappointed by the 
reply from officer.

He told me that you have to visit CST/VT railway station as your handicapped 
certificate is from Sir JJ hospital which does not come under us. I argued with 
him that my concession certificate is from Worli NAB, He replied we are more 
concerned with disability certificate and we cannot verify 2 different 
certificate at 2 different places. I asked what should I do next? He replied go 
to Sir JJ hospital and make your Railway concession certificate.
