Court of Chief Commissioner for Persons with Disabilities Ministry of Social Justice Empowerment Department of Disability Affairs Case No.399/1141/12-1 3 Dated: .01.2013 Dispatch No To The Chief Executive Officer, Tally Solutions Pvt. Sir, Please find enclosed the copies of above mentioned e-mails on the above subject. 2. Shri Sahil Agarwal, Director, Mahesh Motors Pvt. Ltd. Guwahati, Shri Dipendra Manocha and Shri Prashant Ranjan Verma have brought to the notice of this Court that the accounting software Tally which is used in most of the companies in India, is not accessible with screen reader softwares such as NVDA, JAWS etc. Thus, persons with visual impairment find it difficult to use it and it adversely affects employment opportunities for them. 3. Section 59 of the Persons with Disabilities (Equal Opportunities, Protection of Rights Full Participation) Act, 1995 mandates the Chief Commissioner for persons with disabilities on his own motion or on application of any aggrieved person or other wise to look into complaints inter-alia, with respect to matters relating to deprivation of rights of persons with disabilities. 4. As persons with visual impairment are apparently being adversely affected in the matter of their employment in a particular field due to inadequate accessibility of Tally software, you are advised to take appropriate action to make the software adequately accessible for persons with visual impairment. Action taken in the matter may please be intimated to this court at the earliest. This court would be happy to facilitate any positive action in this regard. Yours faithfully, (T. D. Dhariyal) Dy.
