We have some data in a container storagepool and now have the need to move it
back to a virtual tape pool. Is there anything other than updating the
copygroup to point to the vtl and do full backups that I can do to move the
data out of the container pool to a primary vtl pool?

Mu guess is that the time specified for reuse delay on the stgpool the volume
has expired for that volume. When a vol goes scratch, it starts a reuse delay
timer and after that expires it is normally deleted. If the volume is offsite,
it is not deleted until it comes home.

Try running:
select library_name, -
count(*) from libvolumes -
where lower(status)='scratch' -
group by library_name
to make sure TSM thinks you have scratch tapes.
Does the actlog show any tape mounts after the start of the backup db command?

Here is a script that I picked up at SHARE years ago that lists PRIVATE tapes
that are not in fact in use:
