I have entered the billing information and accepted the T&C on another MCC
we have been using.
I have created an account and applied for it to be converted to a test
account. Once the account has been made a test account I'll run the scripts
again.

Earlier today I received a mail stating that the Customer Id
629-552-4567 has been enabled for testing with the API. However, I am
getting the same error and my developer token is still in the pending
approval state.

There are two reasons for this message:
- T&C is not accepted on the MCC level;
- your token is not yet approved and you are trying to access non-test
account or an MCC-level service.
If still in doubt, please send me your MCC account ID.
