Adwords API Budget services errors CUSTOMER_NOT_WHITELISTED_FOR_API

Hi Adwords Team,

I have 1 account MCC, I choose 1 sub account




 Step 1: In Account 1, I add user truongnguyen.adwo...@gmail.com with 
permission == admin. 





Step next: Choose billing and payment => tab setting  => manager users  => 
add user(truongnguyen.adwo...@gmail.com) with permission is admin.





When I login with account truongnguyen.adwo...@gmail.com, In screen user 
interface adwords, I see setting payment, I can edit payment, add user 
manager,  


*But *when using *API *call get *budgetOrderService*, I receive errors 
*CUSTOMER_NOT_WHITELISTED_FOR_API? *although I set full permission and on 
screen user interface adwords normal operation.


*How to fix this problem?*

With Account MCC: how to get root account with API? 
when I using CustomerService get customer I received all account(include: 
my account, account manager from another adwords account), but not field 
show this is root account?

How to set up conversion tracking automated?

I have problem, When I using Awords API create campaign, I 
create BiddingStrategyType = ENHANCED_CPC, after in my Adwords interface, 
tab setting campaign, I see notification "To use this bid strategy, set up 
conversion tracking."  If I not set up conversion tracking? Also  it affect 
my campaign?

accepp permision, after get campaign from customerId: 898-301-0144






result => Developer token is not approved for production access, and the 
customer is attempting to access a production account.. (Error: 
QuotaCheckError.DEVELOPER_TOKEN_NOT_APPROVED, FieldPath: , Trigger: )






How to access API Adwords from another account? from my application when i
